A 40 ft high cube reefer container holds 20 industrial pallets in one layer and 40 stacked two high. Floor space and roof height set the limit. Each pallet is assumed 1.20 m high with its load and 500 kg.

Only if the goods and the pallets can carry the weight above them. Where they can, two layers fit 40 instead of 20.
